It is a sticky subject.
Literally.
Paper packaging might be the poster child for recyclability. But slap a label on it, add a plastic seal, or smear it with glue, and you ruin the batch.
Non-recyclable adhesives—”stickies” to those in the know—don’t just annoy recyclers. They break machinery. They contaminate batches. They cause whole loads of otherwise good paper to be rejected and landfilled, according to scientists at NC State University.
This is tragic for European paper recycling, which sits at a healthy 74%. But regulations are tightening. The new EU Packaging and Packaging Waste Regulation (PPWR), kicking in August, mandates 70% recyclability by 2030. Germany is already pushing harder with stricter licensing fees.
So, the industry is looking for a way to seal paper without the “stickies.”
How Laser Sealing Works Without Glue
Three German firms have teamed up to solve this: Fraunhofer, Hermann Ultrascholl, and Henkel.
Why Germany? The “Packaging Valley” is a global hub for innovation. With fines looming for non-compliant firms, these companies are betting on technology over adhesives.
Fraunhofer launched the PAPURE project in 23023. They developed a laser-based heating process. It seals paper using heat, not glue. No foreign materials required.
The project wraps up this September. Fabian Kayatz, a researcher group leader, says the industry response has been strong. They exhibited the tech at the Interpack trade show in Düsseldorf.
“We feel it’s likely that we can bring [this] to market,” Kayatz says.
If things go well, the first commercial solutions could arrive within two years.
Ultrasonic Sealing: Welding Paper
Hermann Ultraschall took a different path. In 2023, they bought the rights to a patented ultrasonic sealing technology.
Think of it like welding. High-frequency vibrations fuse the paper layers together.
Michael Baumann, head of business development at the company, says they are in talks with major market players to scale up to mass production.
“One customer told me this is an innovation they had never seen before,” Baumann says.
It sounds simple. But the engineering is complex. And there are hurdles.
Why Swapping Glue for Lasers Is Hard
You can’t just swap the glue gun for a laser gun.
Existing packaging lines are built for adhesive application. They need to be redesigned. Some might need complete replacement. That is expensive. That takes time.
“Our biggest challenge is the existing machines,” Baumann admits.
Volker Franke, another Fraunhofer researcher, disagrees. He believes existing machines can be retrofitted by adding the PAPURE laser module. He argues the bottleneck isn’t the hardware, but the speed.
Currently, laser and ultrasonic sealing are slower than high-speed glue lines. Franke insists that fully automated production lines can be optimized for speed. They are just not there yet.
Then there is the material itself.
Not all paper bonds the same way. Ultrasonic sealing doesn’t work on every fiber type.
“It’s not possible to bond every paper material,” Baumann confirms.
The solution? Work with paper manufacturers to create raw materials specifically designed for easy bonding.
The Food Packaging Problem
Here is the catch: these technologies struggle with food-grade packaging.
Most food packaging needs a barrier layer. It keeps oxygen out and moisture in. That coating often interferes with laser or ultrasonic sealing.
Henkel has cracked this, however.
In February, they launched a cold-seal solution for barrier-coated paper. Cold sealing uses pressure, not heat, to bond layers. This is crucial for heat-sensitive items like chocolate or ice cream.
The sealant works directly with the barrier coating. The result? A recyclable package that doesn’t melt your dessert.
Jamie Stone, a packaging expert at PA Consulting, notes that marrying recyclable paper with a compatible sealant is difficult.
Take a yogurt pot. You have paper fiber. You have a barrier liner. You need a secure lid.
“If the barrier layer doesn’t stick well enough, you risk tearing the lining off,” Stone says. “You get a messy pot. That’s a bad consumer experience.”
Is Glue Even the Main Enemy?
Maybe. Or maybe not.
Ambarish Mitra, co-founder of waste analytics firm Greyparrot, argues that the glue isn’t the biggest villain.
A lot of paper fails to recycle because it’s dirty. Or mixed with other trash. This happens before it ever reaches the recycling plant. Poor collection and sorting methods are to blame for most losses, says Mitra.
Still, Stone says these new sealing technologies are “a smart place to start.”
We need solutions that handle high-barrier packaging without adding plastic waste. And we need them to match the speed and cost of current plastic lines.
It won’t happen overnight. But for the first time, we have viable paths to seal paper without ruining its recyclability. The machinery is waiting. The tech is ready. Now comes the hard part: getting the industry to actually change its ways.
